Harlan began his legal career
as a trial lawyer working for the Allegheny County Public
Defender’s Office. In 1981 he founded the firm of Stone & Stone
where he practiced for more than 25 years along with his
brother, Andrew, and father, Robert.
Harlan’s interest in law and politics is reflected in his choice
of municipal law as the area for concentrating his practice.
Harlan serves as a municipal solicitor for a number of local
governments and municipal authorities. A long time resident of the City of
Pittsburgh, Harlan was recently an endorsed candidate for
Pittsburgh City Council. Harlan believes that providing legal advice to government bodies is a great way
to give back to the community. He notes that practicing in an
area where law and politics converge can be extremely exciting,
and observes that helping local governments conduct the public’s
business is a privilege which few lawyers are fortunate enough
to enjoy. In addition to representing local governments, Harlan’s
practice includes all types of litigation and counseling of clients
in real estate and business transactions.
Harlan is married to Laura Stone, an attorney and educator, and
he is the father of two children, Charlotte and Alec. When he is
not in court, attending municipal meetings, or spending time
with his family, Harlan enjoys distance running. He completed
the Pittsburgh Marathon in 1986, and has been a running
enthusiast ever since.
